Recently, the state of Israel has decided to gradually move towards the production and consumption of green energy, namely solar and wind energy.


In this line, the Israel Government issued a legislation to grant private individuals the opportunity to participate in the production of some 30 MW to be sold directly to the Electricity Company of the country. This company is therefore bound, in virtue of the aforementioned Government legislation to commit to buy wind generated power from individuals for a period of 20 years, in accordance with the following scales:
1. Up to 15 KW, for a price of 1.68 NIS (this is approx. €0.33 Euro or $0.47) per KwH.
2. From 15 to 50 KW, for a price of 1.31 NIS (this is approx. €0.26 Euro r $0.37) per KwH.
Within this context, the territory of the Golan Heights has been identified as the best possible location in the country, due to its geographical conditions. In fact, the territory, situated to the far north of the country, has a height of between 900 and 1400 meters above sea level. According to governmental bodies measurements of wind speed in some areas of the Golan Heights (above 900 meters above sea level on average), the average wind speed throughout the year is 8.3m/sec at about 20m hub height. However, it is important to stress that the project is to be implemented further to the northern part of the territories, with height of up to 1400 meters above sea level.
These conditions are true all year round, especially from autumn through spring (this is 9 month a year), but also during summer season with slightly lower records. Therefore, the area becomes the most adequate location to ensure the economic success of this project.
Green Golan is a young company established by a group of local professionals from varying backgrounds that intends to develop and implement a major wind power project in the northern part of the Golan Heights. In this part of the territory, the Green Golan Company is planning to cooperate with local land owners, in an area that extends over about 20 million square meters. The projected land is generally used for agricultural purposes by locals, and its ownership is widely split amongst small owners (some 2 to 5 thousand square meters for each owner).More info at http://solarserdar.wordpress.com/.
It is important to highlight that electricity supply lines are already available in and around the projected areas where wind power turbines would be installed. This will highly facilitate the direct connection of individual turbines to the electricity company. In addition, the Green Golan company already has topographical plans for the entire area. All potential locations are easily accessible, as they are already being used by the farmers to produce various fruits, especially apples and cherries.
While the company continues to look into potential donor funding for this initiative, several local banks have expressed their willingness and readiness to contribute to the funding of their project. However, the Green Golan company is open to discuss any additional proposals in this regard.
Based on the above, the Green Golan company intends to implement a wind power project that consists of the installation of small wind power turbines, in cooperation with individual land owners, to produce 50 KW in each case, with a total projected production of up to 20 MW. Generated power will then be directly sold to the national Electricity Company, who commits to buy all generated power for an initial period of 20 years. This will total 400 individual 50kW site connections to the local grid.
Therefore, the Green Golan company would like to invite proposals for the supply of wind power turbines that correspond to the following: Production capacity of up to and not exceeding 50 KW per hour, at a wind speed of 9 meters per second (this is, the production capacity should not exceed the said amount when the wind speed reaches 9 m/s, but may be less). Therefore, proposals shall include as much detailed technical specifications as possible, together with indicators of proved production capacity.

Proposals should be made to show the costs of supply (both at origin and on site) and installation separately. Suppliers are also welcomed to make comprehensive proposals for the construction of a complete plan of wind power turbines.
Prices should be expressed to also include maintenance costs (although we would be open to discuss the possibilities of training local teams to implement maintenance services in the future). Proposals should also include details of guarantees for the equipment, and any other relevant conditions.
Due to the high expectations and numerous expressions of interest received so far, through this renewed call for proposals the Green Golan Company is especially interested to learn about your readiness and conditions to supply and install, in situ, a pilot wind power turbine that corresponds to the required specifications. In addition, and in order to enable them to compare prices and funding conditions with already received proposals, they would be grateful for your indication of such conditions in your bid.
A perfect example of a most suitable turbine with high output at low winds and a great $/kwH ratio wind turbine is the 50kW BENZ – PMG DD 50 – Direct Drive – Permanent Magnet Wind Turbine from MyWindPowerSystem Ltd.

The Functioning of Solar Lighting Systems

Solar lamps work completely self-sufficiently and do not need a connection to the electricity network.

During the day a solar generator produces electric power, which is simultaneously accumulated in special storage batteries. A sophisticated energy management monitors the charging and discharging of the system and controls the lighting.

Embedded LED-reflectors need only little energy and are of long durability – beyond that the lamp persuades through an elegant, timeless design. The application areas of the solar lamp “Poller” are driveways, gardens, parks and pools – the lamp convinces especially through its ease of assembly. Power-LED-head-lamps and solar light-bars complete the product range of ecolights.

Light where you need it
Solar lights KION2 and KION3 from ecoliGhts are used where illumination is combined with an immediate need – residential complexes, footpaths, bridges, parks and gardens, playgrounds and campsites, riverside promenades, toboggan runs, leisure and fitness centres, for example.

The cold light source emitters automatically switch on in response to the motion detectors, which react to people from a distance of 20–25 metres. Each light can illuminate a stretch of path of between 30 and 35 metres.

LED – Light up your future with this forward-looking illumination
For purposes of illumination, ecolights uses special LED emitters with low power consumption for KION2 and KION3.
With approx. 80,000 operating hours, these have an exceptionally high lifespan. Moreover, the degree of efficiency improves when the outside temperature sinks. Two cold light source emitters are placed in a staggered position (180 °) at the head of the lamp as standard; the direction of emission can subsequently be fine-tuned as required by means of globe joint attachments.
Three emitters can be fitted as desired, depending on the solar radiation levels. All the technical fittings (including the storage batteries) are housed in the head of the KION lights – this design enables fast, easy assembly.

„Austrian solution“
In order to guarantee reliable operations on footpaths and cycle paths, even in alpine, snowy regions with periods of bad weather, ecoliGhts developed the so-called Austrian solution in the form of their KION3 model. A second panel, on which the solar module is located, is attached at a 50 ° angle.
This improves the degree of efficiency and guarantees correct operations, even in the case of larger amounts of snow.

Safer office and system operations
Ecolights has succeeded in filling a safety loophole in the form of back-up systems to maintain the electric power supply.
The innovative technology from ecolights can be used in all contexts where occasional power failures represent a risk; in commercial, private or communal settings. Examples include the supply of traffic control systems, signal and radio plants, offices, technical devices in smaller and mid-sized companies, medical wards and waterworks in rural regions, etc.

Uncomplicated and eco friendly
Back-up solutions function in a way that is as easy as it is convincing. In the event of a power failure, the system automatically powers itself from the storage battery.

This transition takes place perfectly smoothly, so that no operation failure takes place. The supply also changes automatically and without causing any disruption when network operations are resumed. Additionally, the storage batteries are re-charged.
The battery system is distinguished by a high level of power accumulation, a long lifespan and being maintenance-free and completely recyclable.
It is possible to cover up to 50% of the daily requirement using back-up systems which fall back on network electricity for re-charging purposes, this dependent on demand and power consumption.

Power supply without a network
In areas without a network power connection, solar modules and generators are used in energy generation.

The assembly of modules and storage battery housings is carried out using the greatest possible anti-theft and anti-damage security measures.
Solaroperated power generation systems from ecoliGhts can substitute up to 100 % of the power supply, depending on available solar radiation levels and the system’s design.

U vrijeme kad se dogovaraju novi izvori i smjerovi transporta energije, kad se ozbiljno raspravlja o nužnosti zaustavljanja globalnog zagrijavanja i klimatskih promjena - važno je i planirati, i postići, sigurnost energetske budućnosti te uz lokalnu potporu omogućiti realizaciju svih ciljeva koji će ublažiti klimatske promjene, ali i što je moguće više očuvati okoliš.

Tijekom konferencije ugledni će gosti iz regije predstaviti svoja iskustva i znanja te vas upoznati s iskustvima i strategijama svojih zemalja. Imat ćete prigodu razgovarati s predstavnicima Europske banke za obnovu i razvoj, predstavnicima državnih institucija iz Republike Hrvatske, Crne Gore, Bosne i Hercegovine, Makedonije, financijskim savjetnicima, regionalnim gospodarstvenicima i drugim stručnjacima iz područja zaštite okoliša i energetske učinkovitosti.


Ovogodišnja regionalna konferencija o zaštiti okoliša i energetskoj učinkovitosti 2010. podijeljena je na dvije cjeline:

1. zaštita okoliša kao dio društveno odgovornog poslovanja - odgovorit će na pitanja koja je uloga države u društveno odgovornom poslovanju, a koja je uloga tvrtki; kolika je važnost zaštite okoliša za razvoj društva; koju je strategiju izabrala Republika Hrvatska; kakvu ulogu ima društveno odgovorno poslovanje u krizi; koja su iskustva država u regiji u području zaštite okoliša i energetske učinkovitosti;

2. investicije i financiranje projekata u području zaštite okoliša - informirat će sudionike kako doći do sredstava za financiranje projekata u ekološki i energetski razvoj; koje se mogućnosti i perspektive financiranja projekata mogu očekivati od državnih tijela i Fonda za zaštitu okoliša i energetsku učinkovitost; iz kojih izvora se mogu financirati projekti i koja je mogućnost dobivanja sredstava iz fondova EU; podupiru li banke ekološki prihvatljive projekte i koja su iskustva onih koji su dobili sredstva za projekte zaštite okoliša i energetsku učinkovitost.

Konferenciju će otvoriti uvaženi predstavnici državnih institucija Republike Hrvatske koji će govoriti o strategiji gospodarenja otpadom u Republici Hrvatskoj, razvojnim programima i projektima energetske učinkovitosti i korištenja obnovljivih izvora energije te kako ispuniti ciljeve EU i hrvatske energetske politike u nastupajućem periodu.

ARE, the Alliance for Renewable Energy, with a focus on North America, is an alliance of policymakers, renewable energy experts, citizens, research institutions, and large and small businesses that came together in the Spring of 2008. Our goal is to rapidly increase the shift from fossil fuels to clean, renewable energy. Our strategy is to create awareness of and build support for ‘the world’s most effective renewable energy policies’—Feed-In Tariffs (FITs).

The mission of the Alliance for Renewable Energy (ARE) is to build support in North America for Feed-in Tariff (FIT) policies in order to rapidly increase our shift from fossil fuels to clean renewable energy.

The Department for Environment, Food and Rural Affairs (Defra) is a Government Department in the UK.

We cover – we make policy and legislation, and work with others to deliver our policies in - areas such as:

The transition to a Green Economy is essential for delivering sustainable development and long term growth. Defra’s commitment will be met through leading by example in our own operations as well as working with business and consumers. Defra’s policies around waste, valuing the natural environment and adapting to and mitigating climate change all play an important role in delivering a green economy.

Valuing the Natural Environment
Our quality of life depends on natural resources and the environment: they are the foundation of life. If we use and manage them in a sustainable way, they will continue to meet our needs for energy, food, minerals, fresh water, clean air and fertile soils, all of which are essential to enabling us to continue to grow and to prosper.

What do we need to do differently?
Achieving a green economy involves transforming what we produce and how we produce it, responding to changes in both supply and demand. We need a balanced and environmentally sustainable economy to support strong business investment and new opportunities, to ensure we are resilient to long term challenges.

To enable this transition to a green economy business and consumers must take advantage of the benefits of resource efficiencies. All sectors of the economy will need to grow with less environmental impact and greater resilience to future environmental challenges, including adaptation to climate change, material scarcity and emergencies (securing energy supplies and food security).

It is therefore crucial that natural assets are managed sustainably and used efficiently across all sectors of the economy and that their value is reflected in all production and consumption decisions. This includes the need to take action on developing a green economy domestically, but also working internationally to tackle long term challenges.

Developing, with the Department for Business, Innovation and Skills and the Department of Energy and Climate Change, a Roadmap to a Green Economy. This will clearly articulate the business and investment environment the government will provide to make possible the shift to a growing green economy.

Reducing environmental impact in our sectors, such as through carbon budgets and supporting agricultural research and development.
Reducing environmental impact across the economy (for example through guidance and regulation on product standards, pollution and waste, encouraging sustainable farming and resource efficiency, and making sure the value of the environment is reflected in decision-making). Defra is the rural department in government. Most of what we do, for example in relation to farming, food, environmental protection, landscape management, water, flooding, and climate change adaptation, has a direct bearing on rural England, and it also has a wider role in promoting the interests of rural people, communities and businesses across government as a whole.

DEFRA priorities are:

Reviewing the governance arrangements of National Parks and publishing proposals to increase their accountability
Creating a new designation to protect green areas of particular importance to local communities, modelled on Sites of Special Scientific Interest (SSSIs)
Supporting economic growth in rural areas – investigating options available to help those in remote rural areas with the cost of fuel, and working to deliver universal broadband at speeds of 2mbps

 Renewable Energy in India Energy is a basic requirement for economic development. Every sector of the national economy – agriculture, industry, transport, commercial and domestic – needs inputs of energy. The economic development plans implemented since independence have necessarily required increasing amounts of energy. As a result, consumption of energy in all forms has been steadily rising all over the country. The growing consumption of energy has also resulted in the country becoming increasingly dependent on fossil fuels such as coal and oil and gas. Rising prices of oil and gas and potential shortages in future lead to concerns about the security of energy supply, which is needed to sustain our economic growth. Increased use of fossil fuels also causes environmental problems both on local and global scales. In this background, there is urgent need for the country to develop a sustainable path of energy development. Promotion of energy conservation and increased use of renewable energy sources are the twin planks of sustainable energy. The Ministry of Non-Conventional Energy Sources has been implementing comprehensive programmes for the development and utilisation of various renewable energy sources in the country. As a result of efforts made during the past quarter century, a number of technologies and devices have been developed and have become commercially available. As against the estimated 80000 MW renewable energy based grid connected power generation potential in the country, so far only about 6000 MW installed capacity has been realized, giving vast opportunity for exploitation of renewable energy sources for power generation. The renewable energy based power generation capacity presently constitutes 5% of the total installed capacity in the country for power generation from all sources. The country is aiming to achieve upto 10% of additional installed capacity to be set up till 2012 to come from renewable energy sources. Indian Renewable Energy Development Agency Ltd Indian Renewable Energy Development Agency Limited (IREDA) was established on 11th March, 1987 as a Public limited Government Company under the Companies Act, 1956 and it promotes, develops and extends financial assistance for Renewable Energy and Energy Efficiency/Conservation Projects. IREDA has been notified as a “Public Financial Institution” under section 4 ‘A’ of the Companies Act, 1956 and registered as Non-Banking Financial Company (NFBC) with Reserve Bank of India (RBI). IREDA’s mission is “Be a pioneering, participant friendly and competitive institution for financing and promoting self-sustaining investment in energy generation from Renewable Sources, Energy Efficiency and Environmental Technologies for sustainable development.” IREDA’s Motto is “Energy for Ever.” The main objectives of IREDA are : To give financial support to specific projects and schemes for generating electricity and / or energy through new and renewable sources and conserving energy through energy efficiency. To maintain its position as a leading organization to provide efficient and effective financing in renewable energy and energy efficiency / conservation projects. To increase IREDA`s share in the renewable energy sector by way of innovative financing. Improvement in the efficiency of services provided to customers through continual improvement of systems, processes and resources. To strive to be competitive institution through customer satisfaction. QUALITY POLICY IREDA is committed to maintain its position as a leading organization to provide innovative financing in Renewable Energy & Energy Efficiency/Conservation and Environmental Technologies through efficient system & processes for providing total satisfaction and transparency to its customers. More info at http://solarserdar.wordpress.com/ IREDA has many projects in RENEWABLE ENERGY BACKGROUND IREDA has launched the Renewable Energy-Energy Efficiency Umbrella Financing Scheme for those organisations who have good existing network to serve individual/retail customers who do not fulfil IREDA’s legal eligibility criteria and are scattered over large rural/semi-urban areas. OBJECTIVES 1. To supplement IREDA’s current lending operations by spreading the customers/user base through the development of an appropriate Micro financing Network. 2. To facilitate the Micro Lending capabilities of IREDA. ELIGIBILITY State Financial Corporations (SFCs), Industrial Development Corporations (IDCs), Technical Consultancy Organisations (TCOs), Non Banking Financing Companies (NBFCs), State Nodal Agencies (SNAs), Business Development Associates (BDAs) , Scheduled banks and Non-Governmental Organisations (NGOs) which are otherwise legally eligible to borrow from IREDA and fulfil the other eligibility norms detailed in Financing guidelines. LENDING TERMS AND CONDITIONS Line of credit : Minimum Rs. 25.00 lakhs and maximum Rs. 1 crore. PROCEDURE FOR APPLICATION The eligible applicant will submit an application in the prescribed format of IREDA along with business plan and other enclosures. Applications for a line of credit will be appraised based upon the criteria prescribed by IREDA. IREDA will review application and sanction the line of credit based on the qualification criteria: or reject the application, if not found suitable. CONCESSUIONS/REBATE/PROVISIONS 1. Front end Fee, Inspection charges, Legal charges (other than incurred for recovery), expenditure on Nominee Directors are not applicable to this scheme. 2. Please refer to IREDA’s Financing Guidelines for further details. DISBURSEMENT 1. IREDA will disburse 50% of the line of credit as Mobilisation advance after signing of Loan Agreement and creation of security. 2. Balance 50% will be disbursed after evidence of proper utilisation of Mobilisation Advance already released. ON-LENDING TERMS AND CONDITIONS To be decided by the Borrower SPECIAL CONDITIONS If the borrower conducts no business (submits no evidence of utilisation of mobilisation advance to IREDA) within a period of 12 months from the date of disbursement of mobilisation advance, then the line of credit sanctioned would automatically be cancelled.
