News and Events

DOE Awards $15 Million for Next Generation Energy-Efficient Lighting

DOE announced on June 7 nearly $15 million will go toward support of eight new research and development projects that will speed up development of high-efficiency solid-state lighting technologies such as light-emitting (LEDs) and organic light-emitting diodes (OLEDs). The selected projects, in Arizona, California, New York, and North Carolina, will leverage an additional $4 million in private sector funding. LEDs and OLEDs, which use an emissive electroluminescent layer of organic compounds, have the potential to be ten times more energy-efficient than conventional incandescent lighting and can last up to 25 times as long.

The selected research is focused on advancing core technology, developing new products, and expanding domestic manufacturing capacity. For example, Arizona State University Tempe will attempt to demonstrate an efficient, stable white OLED using a single emitter, which will simplify the device structure and in turn reduce costs for the consumer. And, Philips Lumileds Lighting Company, LLC in California will use high-voltage, low-current LED designs, to simplify driver requirements, improve driver efficiency, and reduce system cost. This is the seventh round of DOE funding for solid-state lighting core technology research and product development, and the second time that DOE has funded solid-state lighting manufacturing projects.

DOE Offers $27 Million to Reduce Costs of Solar Energy Projects

DOE announced on June 1 the availability of more than $27 million in new funding that will reduce the non-hardware costs of solar energy projects as part of its SunShot Initiative. The funding will support a $12.5 million Rooftop Solar challenge to encourage cities and counties to compete to streamline and digitize permitting processes. Application deadline is August 31 for this program. New funding will also include $15 million for advancing innovations in information technology systems, local zoning and building codes and regulations, and more. Described as removing market barriers, these process improvements and innovations will help increase U.S. competitiveness in the global solar industry. Application deadline is June 23 for this opportunity.

Both funding opportunities focus on reducing "non-hardware balance-of-system" costs, which generally refer to the costs of installing solar systems that are not associated with the solar panels, mounting hardware, electronics, and other hardware. These "soft costs," including the capital required to pay for siting, permitting, and installing a solar energy system, as well as the cost of connecting it to the grid, can represent up to 40% of the total cost of the system. Navigating the differing and expensive administrative processes of various towns, cities, and counties across the nation, and securing financing for projects, are major obstacles for homeowners and developers looking to invest in solar energy. Funded projects will help standardize some processes, cut upfront fees and paperwork, and reduce the overall costs associated with permitting and installation, making it easier and less expensive for homeowners, businesses, and their local communities to deploy solar energy.More info at http://solarserdar.blogspot.com.

Unleashing Rooftop Solar Energy through More Efficient Government

Across the country, the race is on to drive down the cost of solar energy. And, a new challenge through DOE's SunShot Initiative could help slash the costs even faster. DOE is challenging cities and counties to compete nationwide to cut the red tape that can push up the price tags on solar energy projects.

One of the highest hurdles for would-be investors in residential and small commercial solar energy installations is navigating the differing and expensive administrative processes required to get their solar panels from the drawing board to the rooftop. On June 1, DOE announced a new challenge in which teams of local and regional governments compete for funds to help drive down administrative barriers to residential and small commercial photovoltaic (PV) solar installations by streamlining, standardizing, and digitizing their administrative processes. The Rooftop Solar Challenge will also spur participating cities and states across the nation to enable innovative financing programs to help homeowners and entrepreneurs install solar energy systems on their homes and businesses. Up to 40% of the total cost of a solar energy system is the result of balance-of-system costs, which include the capital required to pay for siting, permitting, and installing a solar energy project and connecting it to the grid.

By challenging local governments to cut their upfront fees and paperwork and to standardize their permitting processes, the challenge will not only reduce the cost to homeowners and businesses of installing solar energy systems, but it will also save money and time for local governments already struggling with tight budgets.

DOE Offers Conditional Loan Guarantee to Solar Project in Nevada

DOE announced its offer on June 2 of a conditional commitment for a $45.6 million loan guarantee to support a 20-megawatt AC photovoltaic (PV) solar generating facility. The project, sponsored by Fotowatio Renewable Ventures, Inc., is being supported by DOE with funding from the 2009 American Recovery and Reinvestment Act. It will be developed approximately 25 miles northeast of Las Vegas, and the project's sponsor estimates it will create 250 jobs at peak construction.

The Fotowatio PV solar generating facility will include more than 90,000 polycrystalline silicon modules attached to single-axis horizontal tracker technology that will capture more energy than fixed-tilt PV systems. The project, which will be the second-largest photovoltaic generation facility in Nevada, is expected to avoid over 31,000 tons of carbon pollution annually. The facility is also expected to produce approximately 55,000 megawatt hours annually, enough to power over 4,700 homes. Power from the project will be sold to Nevada Power Company.

FHA, Fannie Mae Launch Energy Efficiency Retrofit Program

The U.S. Housing and Urban Development Department (HUD) announced on May 31 its Green Refinance Plus, a program between HUD's Federal Housing Administration (FHA) and Fannie Mae to boost energy efficiency in older affordable housing. The program will allow owners of existing affordable rental housing properties to refinance into new mortgages that include funding for energy- and water-saving upgrades, along with other needed property renovations.

Under the program, FHA and Fannie Mae will share the risk on loans to refinance existing rent-restricted projects while permitting owners to borrow additional funds to make energy-saving improvements to their properties. Owners of existing multifamily affordable properties typically refinance their mortgages every 10 to 15 years. In older apartment buildings, however, owners are often hard-pressed to find additional financing to maintain or improve the physical condition of their properties, including making energy-efficient upgrades. Soon, Fannie Mae and its participating lenders will begin accepting applications to refinance owners' debt and improve the energy efficiency of their properties.

The initiative is intended to refinance the expiring mortgages of Low Income Housing Tax Credit properties, and other affordable projects, and to lower annual operating costs by reducing energy consumption. Fannie Mae and HUD anticipate approximately $100 million in initial refinance volume with an average loan amount of $3.5 to $5 million.More info at http://solarserdar.blogspot.com.

Team Canada Returns to DOE's Solar Decathlon with First Nation Values in Mind

Team Canada in the U.S. Department of Energy Solar Decathlon 2011 is a group that is making its second go at the competition after placing an impressive 6th out of 20 in the 2009 Solar Decathlon. Team members from the University of Calgary's Faculty of Environmental Design, the Schulich School of Engineering, and the Haskayne School of Business, say their competitive edge emerges from an interdisciplinary and collaborative approach to design.

Team Canada's house, known as TRTL (Technological Residence that respects Traditional Living), addresses critical housing issues in Alberta's aboriginal communities. The TRTL design includes specific consideration for the context of Alberta's First Nations communities. The 1,000-square-foot home is intended for a young family, with two bedrooms and a large social space for cooking and eating. The home's solar PV panels will result in an annual net-zero energy balance to ease rising energy costs in remote communities. The team used building materials that are extremely durable and highly resistant to mold and fire. In addition to these efficiency considerations, the home's exterior and interior include references to the traditions and values of Treaty 7 Nations throughout Alberta.More info at http://solarserdar.blogspot.com.

ZAŠTITA OKOLIŠA - PREGLED SEKTORA

HRVATSKI CENTAR OBNOVLJIVIH IZVORA ENERGIJE

ZAŠTITA OKOLIŠA

Pregled sektora

poboljšanja vodoopskrbnog i kanalizacijskog sustava,
izgradnju uređaja za pročišćavanje otpadnih voda,
izgradnju županijskih/regionalnih centara za gospodarenja otpadom, u pravilu, vrijednosti iznad 10 milijuna eura

Operativna struktura
Pretpristupnim programima pomoći ISPA i IPA IIIb upravljaju:

Resorna ministarstva:
Ministarstvo zaštite okoliša, prostornog uređenja i graditeljstva www.mzopu.hr i
Ministarstvo regionalnog razvoja, šumarstva i vodnoga gospodarstva www.mrrsvg.hr

Resorne agencije:
Hrvatske vode www.voda.hr

RH sudjeluje u ukupno 8 prekograničnih i transnacionalnih programa suradnje, no i tu nije moguće financirati infrastrukturne projekte većeg financijskog opsega. Za sve aktivnosti povezane sa sudjelovanjem Republike Hrvatske u prekograničnim i transnacionalnim programima odgovoran je Odjel za prekograničnu suradnju u Ministarstvu regionalnog razvoja, šumarstva i vodnoga gospodarstva.
Također, RH sudjeluje i u programu „Inteligentna energija u Europi“ (eng. IEE), namijenjenom promicanju aktivnosti i pravnih mjera vezanih uz energetsku učinkovitost i korištenje obnovljivih izvora energije te poticanje ulaganja u nove/učinkovite tehnologije. Naglasak IEE programa je na razmjeni iskustava, policy inovacijama, strateškom planiranju i jačanju kapaciteta provedbe politike održive energije, a ne na kapitalnim ulaganjima.
HRVATSKI CENTAR OBNOVLJIVIH IZVORA ENERGIJE ( HCOIE )

Svjetski dan zaštite okoliša - 05. lipnja

HRVATSKI CENTAR OBNOVLJIVIH IZVORA ENERGIJE

WHO PAYS FOR THE THINKING TIME OF NON-PROFITS?

The next time you go to a restaurant, what if you tell your server that you are only going to pay for the food you eat and are not willing to be charged for any of the other costs associated with running the restaurant such as the salary of the management, the training of the wait staff, or the advertising they use to promote the restaurant?

This is a silly proposition, right? Well this is basically what most donors do with non-governmental organisations (NGOs). They ask to be charged only for the activities and services NGOs deliver to beneficiaries, but do not want to hear anything about the “other” costs they have. Even worse, donors tend to be very proud of funding organisations that have extremely low organisational and running costs, and this in turn affects non-profits by driving down their core costs.

This donor approach has led to a widespread phenomenon – almost an epidemic – of what I have begun to call non-profit “activity factories”. You can recognise organisations working as activity factories by the number of projects they run and the number ofseminars, trainings, conferences, reports, and events they conduct as opposed to the amount of time and resources they dedicate to developing their organisational capacity or to thinking strategically about their work and the change they want to achieve.Indeed, too many organisations spend much more time and energy on running activities than questioning and challenging themselves on the usefulness of those activities and how the difference they make in people’s lives could be significantly improved.

Yet the funding culture of most donors and the reactive, survivalist posture of most organisations, appears to have something in common: the very strong conviction that the intention of doing good equals doing it right. I have never, and hope I will never haveto question the absolute need for and meaning of the work that non-profits carry out; however, all too often, I have had to wonder whether they are doing it with the right tools and in the right way. So the question I would like to address to donors is: who is paying for the time to develop themselves and the time to think of non-profits?

Obama Administration Launches First Federal Electric Vehicle Pilot

President Obama issued a presidential memorandum on May 24 that directed federal agencies to implement fuel-efficient and innovative fleet management practices. In conjunction with the memorandum, the General Services Administration (GSA) launched a pilot project to incorporate electric vehicles (EV) and technologies into the federal fleet. GSA also announced its initial purchase of more than 100 EVs, which DOE and other agencies will lease. These steps move the U.S. government closer to meeting the goals set by the president's 2009 executive order requiring the federal government to purchase only alternative fuel vehicles by 2015 and to cut petroleum use 30% by 2020.

In the memorandum, the president specifically directed agencies to determine optimal fleet size and provide recommendations for adding alternative fuel vehicles. The memorandum also requires agencies to establish a goal for the size and composition of the federal fleet as well as a plan to achieve this target by 2015. In creating the EV pilot, GSA conducted a bid competition among vendors and awarded contracts for Chevrolet, Nissan, and Think City vehicles. As the pilot program continues, other companies may bid to become eligible for future purchases.

As part of the effort, DOE is helping to lead the way by expanding its use of hybrids while reducing its fleet overall. In addition to reducing the use of petroleum in its own vehicles, the department is also working closely with the private sector to transition commercial fleets to alternative, fuel-efficient technologies. Under the National Clean Fleets Partnership, DOE is helping companies to reduce diesel and gasoline use in their fleets.More info at http://solarserdar.blogspot.com.

DOE Partners in New Education Initiative to Promote Energy Efficiency

DOE and the U.S. Department of Education joined with the National Science Teachers Association on May 24 to launch America's Home Energy Education Challenge, a new energy education initiative. The goal is to motivate students across the country to learn about energy efficiency and to help their families save money.

Part of the overall challenge will be the Home Energy Challenge, a competition this fall allowing school teams to use energy efficiency activities that reduce energy use in their homes. Teams will be asked to measure their energy consumption during a three-month period and compare it to data from the same period the year before. The exercise will allow students to track whether they reduced their energy use. Participating schools can compete for more than $200,000 in prizes.

The second part of the overall challenge will be the Energy Fitness Award. Modeled after the President's Physical Fitness award, the fitness award will encourage students to better understand basic energy issues, including the connection between energy use and energy bills. Winners will be named on a school-by-school basis, with a math or science teacher directing each contest.More info at http://solarserdar.blogspot.com.

EPA, DOT Unveil the Next Generation of Fuel Economy Labels

The U.S. Department of Transportation (DOT) and the U.S. Environmental Protection Agency (EPA) unveiled on May 25 new fuel economy labels for vehicles. The newest versions provide more comprehensive fuel efficiency information, including estimated annual fuel costs, savings, as well as information on each vehicle's environmental impact. Starting with model year 2013, the fuel economy labels will be required on all new passenger cars and trucks, both conventional gasoline-powered and next generation cars such as plug-in hybrids and electric vehicles. Automakers may also voluntarily adopt the new labels earlier for model year 2012 vehicles.

For the first time, the labels will provide an estimate of how much fuel or electricity it takes to drive 100 miles. They also provide ways to compare energy use and cost between new-technology cars that use electricity and conventional cars that are gasoline-powered.

In July, the Obama Administration plans to finalize the first-ever national fuel economy and greenhouse gas emission standards for commercial trucks, vans, and buses built between 2014 and 2018. These standards are expected to save hundreds of millions of barrels of oil over the life of the vehicles covered and promote the development and deployment of alternative fuels, including natural gas.More info at http://solarserdar.blogspot.com.

ARPA-E, Stanford University Explore Hows and Whys of Energy Use

The Advanced Research Projects Agency-Energy (ARPA-E) is known for sponsoring high-risk, high-reward ideas on the cutting edge of energy research and development, such as a novel manufacturing process that that will reduce the cost of solar panels by 50%, battery technology that will allow energy storage for multiple hours on the power grid, and biofuels without photosynthesis. But, one ARPA-E project is a little bit different from the rest—rather than working toward a specific technological breakthrough, researchers at Stanford University's H-STAR Institute are seeking a breakthrough on the behavioral side of energy use. In other words, how do people make decisions about energy? What compels their behavior? And, how can energy be used more efficiently without adversely affecting peoples' lifestyles?

Stanford's team—comprised of researchers from communications, engineering, economics, psychology, medicine, and computer science—is combining behavioral approaches, product design, computation, and technology to encourage people to be more energy efficient at home, with a long-term goal of reducing average residential energy use by over 20%.More info at http://solarserdar.blogspot.com.

How the Recovery Act and Community Organizing are Saving Major Cash for San Mateo County Residents

Obtaining a home energy upgrade is becoming increasingly affordable in California, thanks to an array of financial incentives and rebates. In fact, residents in the San Mateo County can take advantage of up to $4,000 per household, made available through the California Energy Commission's Department of Energy's State Energy Program. San Mateo County has also used nearly $110,000 from DOE's Energy Efficiency and Conservation Block Grant Program to get the word out about these rebates through local governments and non-profits. These partners are then educating and engaging specific populations at the local level, a strategy known as community-based social marketing.

With this and other outreach strategies coordinated by the Energy Upgrade San Mateo Program, the county expects to upgrade 750 homes, create 150 new jobs, and reduce home energy use by an estimated 35 billion Btu.More info at http://solarserdar.blogspot.com.

U.S. Department of Energy Solar Decathlon 2011 House Design Places People, Outdoors at its Heart

New Zealand is the first place morning light hits at the start of each new day—and, now it is home to the first team from the Southern Hemisphere ever to compete in the U.S. Department of Energy's Solar Decathlon competition. The team, comprised of students and faculty from Victoria University of Wellington, have looked to revamp an iconic symbol of New Zealand's beach holiday lifestyle—the modest coastal "Kiwi bach."

Dotting New Zealand's coastline are thousands of cherished summer homes called bach (pronounced batch). Traditionally small and spare, these homes were made for summertime on the beach, where life takes place as much outside as it does inside. By incorporating energy efficient design strategies to keep energy consumption at a minimum, the team hopes to redefine what the bach symbolizes not only as the ideal way to enjoy summers but also as a model of sustainable home design.More info at http://solarserdar.blogspot.com.
