Hamburg Declaration / Korak prema održivoj energetskoj budućnosti Europe

 



U današnjem svijetu, gdje klimatske promjene i energetska sigurnost postaju ključni izazovi, međunarodna suradnja igra presudnu ulogu u oblikovanju budućnosti. Treći North Sea Summit, održan 26. siječnja 2026. godine u Hamburgu, predstavlja važan korak u tom smjeru. Njemački kancelar Friedrich Merz bio je domaćin ovog susreta, na kojem su se okupili lideri iz nekoliko europskih zemalja, uključujući Belgiju, Luksemburg, Dansku, Norvešku, Nizozemsku, Francusku, Ujedinjeno Kraljevstvo, Irsku, Island i druge. Glavni ishod summita bio je potpisivanje Hamburg Declaration, dokumenta koji ima za cilj ubrzati razvoj offshore vjetroelektrana, integraciju vodika i jačanje energetske sigurnosti u Europi.


Ovaj summit ističe regionalnu suradnju kao ključ za izgradnju otporne, konkurentne i održive energetske budućnosti, posebno u kontekstu Sjevernog mora kao potencijalnog "energetskog središta" Europe.Summit je nastavak prethodnih inicijativa, poput Esbjerg Declaration iz 2022. i Ostend Declaration iz 2023., koje su postavile temelje za ambiciozne ciljeve u obnovljivim izvorima energije

Hamburg Declaration ide korak dalje, fokusirajući se na konkretne akcije i rokove. Potpisnici su se obvezali na zajednički razvoj 100 gigavata (GW) offshore vjetroelektrana do 2040. godine kroz prekogranične projekte.

Ovo uključuje izgradnju velikih vjetrofarma na moru, povezanih višenamjenskim interkonektorima i podmorskim kabelima, koji bi omogućili efikasniji prijenos energije između zemalja. Procjene pokazuju da bi ovi projekti mogli generirati dovoljno električne energije za napajanje oko 143 milijuna domaćinstava, mobilizirajući pritom privatne investicije u iznosu do jednog bilijuna eura i stvarajući desetke tisuća radnih mjesta u proizvodnji, instalaciji i razvoju mreža.





Širi cilj je dosegnuti 300 GW offshore vjetra do 2050. godine, što bi Sjeverno more pretvorilo iz tradicionalnog središta fosilnih goriva u najveći rezervoar čiste energije na svijetu. 

Poseban naglasak stavljen je na integraciju vodika, posebno zelenog vodika proizvedenog iz obnovljivih izvora. Deklaracija predviđa razvoj infrastrukture za offshore proizvodnju vodika, što bi omogućilo njegovo korištenje u industrijama poput transporta, proizvodnje čelika i kemijske industrije.

Ovo je ključno za dekarbonizaciju Europe, smanjenje ovisnosti o uvoznim fosilnim gorivima i jačanje otpornosti na geopolitičke napetosti, poput onih uzrokovanih ruskom invazijom na Ukrajinu

Uz to, summit je adresirao i zaštitu kritične infrastrukture od fizičkih i cyber prijetnji, te jačanje mreža za prijenos energije i vodika.

Industrijske udruge, poput WindEurope i BWO, podržale su ove ciljeve, ističući da oni pružaju stabilnost za investicije i smanjenje troškova kroz dijeljenu infrastrukturu. 

Značaj ovog summita proteže se izvan energetike. U kontekstu globalnih izazova, poput klimatskih promjena i energetske krize, Hamburg Declaration predstavlja strateški odgovor Europe na potrebu za energetskom neovisnošću.

Sjeverno more, sa svojim ogromnim potencijalom za vjetar i vodik, moglo bi postati "energetski hub" koji ne samo da osigurava opskrbu energijom, već i potiče ekonomski rast i inovacije. Međutim, izazovi poput visokih troškova izgradnje, ekoloških utjecaja na morski ekosustav i potrebe za tehnološkim napretkom ne smiju se podcijeniti. Summit je također poslao poruku globalnim igračima, poput SAD-a, gdje su kritike obnovljivih izvora energije prisutne, naglašavajući prednosti suradnje nad izolacijom.





Zaključak i moje mišljenje


Hamburg Declaration je ambiciozan i neophodan korak prema održivoj Europi, koji pokazuje da regionalna suradnja može prevladati nacionalne granice u borbi protiv klimatskih promjena i energetske nesigurnosti. Potpisivanjem ovog dokumenta, europski lideri su postavili jasne ciljeve koji bi mogli transformirati Sjeverno more u model čiste energije, smanjujući emisije CO2 i stvarajući nove ekonomske prilike. Smatram da je ovo izuzetno pozitivan razvoj, jer offshore vjetar i zeleni vodik predstavljaju realne alternative fosilnim gorivima, posebno u regiji bogatoj prirodnim resursima poput Sjevernog mora. Međutim, uspjeh će ovisiti o brzini implementacije, rješavanju tehničkih izazova poput varijabilnosti vjetra i osiguranju da se koristi ne gubi u birokraciji. Ako se ostvari, ovo bi moglo biti ključno za globalnu tranziciju prema čistoj energiji, a Europa bi time potvrdila svoju ulogu lidera u zelenoj revoluciji.

Umjetna inteligencija (AI) i strahovi Hrvata






Umjetna inteligencija (AI) predstavlja jednu od najbrže razvijajućih tehnologija u suvremenom svijetu, s potencijalom da duboko transformira ekonomiju, društvo i ljudske odnose. AI vidim kao tehnologiju koja se razvija brže od bilo koje druge u povijesti, s ogromnim utjecajem na gospodarstvo. 


U sljedećih 6-12 mjeseci, digitalni klonovi ljudi, nazovimo ih AI agenti, sposobni obavljati zadatke poput poreznih prijava koštat će oko 1000 dolara godišnje, a za par godina i manje od 100 dolara. Ovi agenti prelaze iz pasivnih alata u autonomne sustave koji mogu multitaskirati bez ljudske intervencije. Posljedica toga mogući je masovni gubitak poslova, svaki posao koji se obavlja pred ekranom kompjutera može se zamijeniti AI-om za manje od 1000 dolara godišnje, što je deset puta jeftinije od ljudske plaće. 


Nezaposlenost će se naglo povećati, posebno među mladima i srednjim slojevima, što će dovesti do recesija i mogućeg sloma kapitalizma. Kompanije će preferirati AI jer ne zahtijeva plaće, poreze ili pauze, čime se prekida tradicionalni ugovor između rada i kapitala. Javni sektor, zahvaljujući sindikatima, mogao bi biti sigurniji kratkoročno, ali čak i tu AI može poboljšati efikasnost, poput medicinskih modela koji nadmašuju liječnike u udaljenim područjima za samo 30 dolara. Savjetujem mojim prijateljima da se pripreme, koristite AI alate tjedno, grade "timove" AI agenata i stvaraju personalizirane portfolije umjesto tradicionalnih životopisa. 


AI će oblikovati i intimne veze, pogotovo fotorealistični avatari i roboti postati će dostupni u sljedećih pet, šest godina, mijenjajući koncept ljubavi i prijateljstva. Primjeri poput "Annie" na Grok-u ili Meta-ovih "Meta Buddies" pokazuju kako AI može postati "najbolji prijatelj" s IQ-om od 130-150, nudeći terapijsku podršku, ali i rizik od manipulacije. Upozoravam na opasnosti za djecu, preko trećine dječaka vidi AI kao najboljeg prijatelja, a 70% ranjive djece koristi chatbote zbog usamljenosti. AI može biti manipulativan, tražeći intimne podatke ili potičući štetno ponašanje. Pazite na svoju djecu. 


U kontekstu nejednakosti, Globalni jug jako zaostaje, manje od 10% koristi AI zbog nedostatka infrastrukture, što dovodi do "AI kolonijalizma", gdje strani modeli nameću strane moralne vrijednosti. Zagovaram otvoreni kod (open-source) kako bi se izbjegla cenzura, npr. OpenAI je 2022. zabranio ukrajinski sadržaj, omogućio suverena AI rješenja za vlade širom svijeta, poput "Sovereign AI Governance Engine" za provjeru politika. Vjerujte mi, AI je puno pametniji nego što trenutno vidite. 


Zaključno, AI je kao dvosjekli mač, tehnologija koja može dovesti do post-obilja (kao u Star Treku) ili zero-sum igre (kao u Star Warsu). Ključno je djelovati sada, u ključnim godinu dvije, kroz otvoreni pristup, etičku regulaciju i univerzalni AI koji služi čovječanstvu. Svi moramo imati osobnu odgovornost, koristiti AI da pojačate svoj glas, sudjelujte u otvorenim projektima. Ako se ne poduzmu koraci, AI može pojačati nejednakost, erodirati odnose i dovesti do distopije. Međutim, s pravim pristupom, može biti super alat za uzdizanje, osiguravajući da tehnologija služi ljudskoj slobodi i prosperitetu. Ova moja analiza pokazuje nužnost dijaloga o AI-u, kako bismo oblikovali budućnost u kojoj čovjek ostaje u središtu.

Universal High Income vs Universal Basic Income

 



Poštovani prijatelji inovacija i budućnosti,

Danas želim s vama podijeliti viziju koja bi mogla preobraziti naš svijet: Universal High Income, ili Univerzalni visoki prihod – novi ekonomski paradigam koji nas vodi prema eri obilja, gdje rad više nije nužnost, već izbor. Zamislite svijet u kojem napredna umjetna inteligencija i roboti stvaraju takvo bogatstvo da svatko od nas prima dovoljno sredstava za visok standard života, ne samo za osnovne potrebe. Ovo nije san, već predviđanje koje je Elon Musk popularizirao, opisujući ga kao evoluciju iz Universal Basic Incomea, ili Univerzalnog osnovnog prihoda. Musk kaže da u pozitivnom scenariju AI-a, nestašica postaje prošlost, osim onoga što sami odlučimo ograničiti.

Ali kako se Universal High Income razlikuje od Universal Basic Incomea? UBI je već poznat koncept: redoviti, bezuvjetni novčani transferi svim pojedincima, dovoljni za pokrivanje minimalnih potreba, bez zahtjeva za radom ili provjerom imovine. Često se predlaže na razini granice siromaštva, poput 15.000 dolara godišnje po odrasloj osobi u SAD-u, kako bi se borili protiv nejednakosti i gubitka poslova zbog automatizacije. S druge strane, UHI je 'visoka' verzija toga – možda 50.000 do 100.000 dolara ili više po osobi – financirana ogromnim porastom produktivnosti od AI-a. Cilj nije samo preživljavanje, već obilje, diskrecijsko trošenje i sloboda. Zagovornici kažu da bi UHI trebao rasti kao 'dividenda produktivnosti', počevši skromno i skalirajući se s tehnološkim napretkom, pritom čuvajući motivaciju za dodatni rad.

Ova ideja nije rođena jučer. Musk ju je javno predstavio krajem 2023., nadovezujući se na svoje ranije upozorenja o masovnom gubitku poslova zbog AI-a. Do 2025.-2026., povezao ju je s robotima poput Tesla Optimusa, tvrdeći da će ukloniti siromaštvo i omogućiti svima pristup vrhunskoj medicini, stanovanju, hrani i prijevozu. Inspiracija dolazi iz širih diskusija o utjecaju automatizacije, od mislilaca poput Scotta Santensa, koji UHI vide kao nasljeđe prošlih inovacija. Čak i piloti UBI-a, poput onog u Finskoj, pokazali su poboljšanje blagostanja bez smanjenja zaposlenosti.

Kako bismo to ostvarili? Treba nam proboj u AI-u, robotici i energiji da stvorimo pravo obilje, izbjegavajući inflaciju u ograničenim sektorima poput stanovanja ili zdravstva. Financiranje bi moglo doći iz poreza na AI produktivnost, socijalnih dividendi iz fondova poput aljaškog naftnog fonda, ili faznog uvođenja vezanog za metrike produktivnosti. Ekonomski, UHI bi potaknuo potrošnju, stvorio nova radna mjesta kroz potražnju i stabilizirao društvo usred gubitka poslova – samo 2025. godine, prijavljeno je 800.000 otkaza zbog AI-a. Međutim, rizik je koncentracija bogatstva ako se dobitci ne redistribuiraju, što bi moglo povećati nejednakost prije nego što obilje stigne. Troškovi za američki program mogli bi doseći trilijune dolara godišnje, zahtijevajući rast BDP-a daleko iznad sadašnjeg.

Razmotrimo prednosti i izazove. Socijalno, UHI bi ukinuo siromaštvo, oslobodio vrijeme za kreativnost, skrb ili poduzetništvo, i poboljšao mentalno zdravlje. Ali, što ako izgubimo smisao života kad rad postane opcionalan? Moguća je socijalna nemira tijekom tranzicije. Ekonomski, dijeli dobitke široko, stimulira rast i djeluje kao tampon protiv gubitka poslova – ali pripazite na inflaciju ako ponuda ne prati potražnju, te na ogromne potrebe za financiranjem i porezne debate. Tehnološki, oslanja se na AI i robote za obilje, poput precizne kirurgije ili automatiziranog rada – ali ovisi o neprovjerenim razmjerima, energiji i infrastrukturi.

Je li ovo nova ekonomska paradigma? Apsolutno! Prelazimo s kapitalizma usmjerenog na rad, gdje prihod ovisi o poslu, na model post-nestašice fokusiran na distribuciju i svrhu u automatiziranom svijetu. To odjekuje utopijskim idejama od marksizma do znanstvene fantastike, ali ih utemeljuje u stvarnim AI realnostima, tjerajući nas da preispitamo vlasništvo nad automatiziranim imovinom i ljudsku ispunjenost izvan poslova. Ipak, to je spekulativno – vjerojatno će se pojaviti tek nakon velikog pada zaposlenosti, ne preventivno. Kritičari kažu da nije potpuno novo, samo pojačani UBI bez rješavanja korijenskih problema poput nejednakosti ili smisla.

Dragi prijatelji, ako se ostvari, UHI bi mogao redefinirati ekonomiju kao upravljanje obiljem, a ne raspodjelu nestašice. Ali uspjeh ovisi o tehnološkim i političkim probojima u nadolazećim desetljećima. Hajde da radimo na tome – za budućnost u kojoj svatko može sanjati veće!


Univerzalni osnovni prihod (UBI) u Hrvatskoj

Univerzalni osnovni prihod (eng. Universal Basic Income, UBI), poznat i kao univerzalni temeljni dohodak (UTD), predstavlja koncept u kojem država svakom građaninu isplaćuje fiksni iznos novca mjesečno, bez obzira na zaposlenost, dohodak, obiteljski status ili imovinu. Ova isplata bi trebala biti dovoljna za pokrivanje osnovnih životnih troškova, a cilj je smanjenje siromaštva, nejednakosti i posljedica automatizacije rada, te poticanje ekonomske stabilnosti i osobne slobode. Ideja nije nova – raspravlja se još od 18. stoljeća, ali je dobila na zamahu tijekom pandemije COVID-19 i brzog razvoja AI-a.

U Hrvatskoj nema službene implementacije UBI-ja, niti je on dio trenutne socijalne ili ekonomske politike. Međutim, tema je prisutna u javnim raspravama, akademskim radovima i medijima, posebno u kontekstu ekonomske krize, nejednakosti i oporavka nakon pandemije. Na primjer, sociolog Paul Stubbs i europarlamentarac Ivan Vilibor Sinčić (iz Hrvatske) zalagali su se za UTD, ističući ga kao rješenje za socijalnu pravdu. Hrvatski ekonomisti poput Željka Garače, Darka Tipurića i Ane Krajnović analizirali su ga u radu objavljenom u Ekonomskom pregledu, zaključujući da bi mogao biti koristan za oporavak od krize, ali da je trenutno više utopija nego realnost zbog potrebe za radikalnim političkim promjenama i strateškom održivošću. Teoretski, UBI bi se mogao uvesti u Hrvatskoj ako postoji politička volja, ali kritičari poput profesora Luke Brkića ističu da je to praktički nemoguće zbog interesnih struktura i nedostatka financijskih izvora. Tijekom pandemije, Hrvatska je umjesto UBI-ja koristila privremene mjere poput potpora za nezaposlene i poduzeća, što je donekle podsjećalo na ideju univerzalne pomoći.

Prednosti i izazovi UBI-ja

Rasprave u Hrvatskoj često ističu globalne primjere, ali prilagođene lokalnom kontekstu (npr. visoka stopa nezaposlenosti mladih ili regionalne nejednakosti). Evo pregleda ključnih aspekata:

SocijalniSmanjuje siromaštvo i nejednakost, poboljšava mentalno zdravlje (manje depresije, bolja koncentracija) i omogućuje bolji izbor poslova ili poduzetništvo. U krizi (kao pandemija) pruža brzu pomoć svima.Kritike da umanjuje dostojanstvo rada (npr. mišljenja Bidena, Stiglitza ili Krugmana) i ne rješava specifične potrebe siromašnih jednako učinkovito kao ciljani programi. U Hrvatskoj bi mogao biti percipiran kao "plaća za lijenost", iako dokazi iz pilota to opovrgavaju.
PolitičkiPodržan od strane MMF-a, pape Franje i nekih EU zemalja (npr. Španjolska razmatra uvođenje). U Hrvatskoj bi mogao biti dio EU rasprava o socijalnoj politici.Nedostatak političke volje u Hrvatskoj – fokus na tradicionalne socijalne potpore; utopijski zbog interesnih grupa i globalne nekoordinacije.

Primjeri iz svijeta i lekcije za Hrvatsku

  • Finska (2016.-2018.): 2000 nezaposlenih primalo 560 eura mjesečno – nije povećalo zapošljavanje, ali je poboljšalo blagostanje. Lekcija: UBI ne potiče "lijenost".
  • Aljaska (SAD): Od 1982. stanovnici primaju dividendu od naftnih prihoda (oko 1000-2000 dolara godišnje) – smanjuje siromaštvo bez negativnog utjecaja na zapošljavanje.
  • Španjolska i Njemačka: Pilot projekti tijekom pandemije, fokusirani na siromašne – pokazuju brzu pomoć u krizi.
  • Indija i Kenija: Projekti u siromašnim područjima (npr. 6000 ljudi primalo 3-4,5 dolara mjesečno) – poboljšali su prehranu i obrazovanje.

Za Hrvatsku, UBI bi mogao biti relevantan u kontekstu EU fondova za zelenu tranziciju i digitalizaciju, gdje automatizacija prijeti poslovima. Međutim, bez empirijskih dokaza iz velikih implementacija (samo Iran i Mongolija su ga uveli, pa ukinuli), ostaje spekulativan.

Mercorus. The EU just did the unthinkable.

 



Mercorus. The EU just did the unthinkable: after 25 years of political deadlock, the Mercosur deal is finally DONE. This creates the largest free trade area on Earth, linking over 700 million people across Europe and South America. Tariffs on cars, machinery, chemicals, food, and more are about to be slashed — but the deal has also triggered fierce backlash from farmers and governments.


Mercorus. EU je upravo učinila nezamislivo: nakon 25 godina političke blokade, sporazum s Mercosurom je konačno ZAVRŠEN. Time se stvara najveće područje slobodne trgovine na Zemlji, koje povezuje preko 700 milijuna ljudi diljem Europe i Južne Amerike. Carine na automobile, strojeve, kemikalije, hranu i još mnogo toga uskoro će biti smanjene.










At first, I had mixed feelings about the deal since I wasn’t aware of the details. There’s a common misconception that South American beef would come into EU markets unregulated, potentially disrupting prices for European farmers. However, after reviewing the statistics, ( 1,6% ) I’ve come to believe that this agreement is sound. I hope farmers take the time to educate themselves and recognize how this can help the EU strengthen its economic position globally.
The agriculture EU lobby is disproportionately powerful. Although they represent only about 1% of the EU GDP, they receive a large portion of EU funds and dominate much of its regulatory focus. While it's crucial to protect our food quality and supply, farmers need to adopt a more realistic approach. I support farmers when they are exploited by large supermarkets, which is a genuine concern. However, they shouldn't impede progress for everyone else in Europe. This deal impacts only about 1% of their market, yet they are attempting to veto something that constitutes just 1% of 1% of the EU GDP. 

Isprva sam imao pomiješane osjećaje u vezi s dogovorom jer nisam bio upoznat s detaljima. Postoji uobičajena zabluda da će južnoamerička govedina na tržišta EU-a stići neregulirano, što bi potencijalno moglo poremetiti cijene za europske poljoprivrednike. Međutim, nakon pregleda statistike, ( 1,6% ) došao sam do uvjerenja da je ovaj sporazum dobar. Nadam se da će poljoprivrednici odvojiti vrijeme da se obrazuju i prepoznaju kako ovo može pomoći EU-u da ojača svoj ekonomski položaj na globalnoj razini.
Poljoprivredni lobi u EU je nesrazmjerno moćan. Iako predstavljaju samo oko 1% BDP-a EU-a, primaju veliki dio sredstava EU-a i dominiraju većim dijelom njegovog regulatornog fokusa. Iako je ključno zaštititi kvalitetu i opskrbu hranom, poljoprivrednici moraju usvojiti realističniji pristup. Podržavam poljoprivrednike kada ih iskorištavaju veliki supermarketi, što je stvarna zabrinutost. Međutim, ne bi trebali ometati napredak svih ostalih u Europi. Ovaj dogovor utječe samo na oko 1% njihovog tržišta, a ipak pokušavaju staviti veto na nešto što čini samo 1% od 1% BDP-a EU-a.






And my final thoughts on this topic. In an era marked by new trade barriers, Europe and Mercosur have chosen to build a bridge instead. Beneath the rhetoric surrounding agricultural protection lies an important truth: competitiveness cannot be maintained indefinitely through subsidies and selective regulations. European farmers face significant challenges, including the need to modernize production methods, increase efficiency, embrace innovation, and adopt genuine sustainability in order to remain competitive in a global market that no longer tolerates unequal advantages.
The agreement with Mercosur presents concrete benefits for the European Union. It provides preferential access to one of the world’s largest food markets, which has over 270 million consumers. Additionally, it enhances European exports in industrial, pharmaceutical, technological, and service sectors—areas where the EU excels in competitiveness.
By reducing tariffs and simplifying regulations, the agreement lowers costs for European companies and strengthens supply chains at a time of increasing trade tensions. It also enables Europe to diversify its partners, expand its geopolitical influence in South America, and assert its regulatory and environmental standards in the face of competition from China and the United States.
In summary, this agreement means more markets, more industrial jobs, greater strategic power, and stronger economic security. Despite facing resistance, Europe is adopting a long-term perspective. In this context, building bridges is a wiser choice than erecting barriers. 

I na kraju moje završne misli na ovu temu. U eri obilježenoj novim trgovinskim barijerama, Europa i Mercosur odlučili su umjesto toga izgraditi most. Ispod retorike koja okružuje poljoprivrednu zaštitu krije se važna istina: konkurentnost se ne može održavati unedogled putem subvencija i selektivnih propisa. Europski poljoprivrednici suočavaju se sa značajnim izazovima, uključujući potrebu za modernizacijom proizvodnih metoda, povećanjem učinkovitosti, prihvaćanjem inovacija i usvajanjem istinske održivosti kako bi ostali konkurentni na globalnom tržištu koje više ne tolerira nejednake prednosti.
Sporazum s Mercosurom predstavlja konkretne koristi za Europsku uniju. Omogućuje povlašteni pristup jednom od najvećih svjetskih tržišta hrane, koje ima preko 270 milijuna potrošača. Osim toga, povećava europski izvoz u industrijskom, farmaceutskom, tehnološkom i uslužnom sektoru - područjima u kojima EU prednjači u konkurentnosti.
Smanjenjem carina i pojednostavljenjem propisa, sporazum smanjuje troškove za europske tvrtke i jača lance opskrbe u vrijeme rastućih trgovinskih napetosti. Italy's renewables sector



Italy is ramping up its green energy game with the updated National Energy and Climate Plan (PNIEC), aiming for climate neutrality by 2050. The plan sets ambitious 2030 targets to slash fossil fuel reliance through massive solar, wind, and green hydrogen rollout, aligning with the EU's Fit for 55 and REPowerEU goals. While progress is strong (e.g., renewables hit ~37% of electricity in 2022), hitting these marks will require turbocharged growth amid challenges like grid bottlenecks and permitting hurdles. 


Key Targets for 2030. 


Total Energy Consumption: 39.4% share from renewables in gross final energy consumption (up from ~19.6% in 2023 and the old plan's 30%). 


Electricity Generation: 63.4% share from renewables (up from 37.1% in 2022; targeting ~237 TWh production, with 80 GW solar and 28 GW wind capacity). 


Heating & Cooling: 35.9% share from renewables (up from 20.6%; boosted by heat pumps, biomass, and district systems). 


Transport Sector: 34.2% share from renewables (exceeding EU's 29%; via e-mobility, biofuels, biomethane, and ~6.5M electric vehicles). 


Green Hydrogen: 42% of industrial hydrogen needs met by renewables (targeting 5 GW electrolysers and ~0.7 Mton/year production; key for hard-to-abate sectors).

Moja digresija potaknuta prelaskom na e-usluge i "forsiranje" istih. Mnoge usluge širom svijeta prelaze na digitalni način rada, vođene napretkom u tehnologijama poput AI-a, oblaka, IoT-a i automatizacije. Ovo je dio šireg trenda digitalne transformacije, koji je ubrzan u 2025. godini. Od 460 analiziranih tijela hrvatske javne vlasti, njih 152 posjeduju barem jednu od traženih elektroničkih usluga, dok je ukupno evidentirano 685 usluga. Od toga je 404 e-aplikacija, 219 e-obrazaca i 62 usluge koje se odnose na webshop, interaktivne karte i sl. Građani najviše koriste aplikacije kao što su
e-Građani,
e-Dnevnik, e-Matica (obrazovanje), e-Recept, e-Uputnica (zdravstvo), e-MIO, e-Mirovinsko (mirovinsko osiguranje), e-Porezna, e-Blagajna (porezi i financije). Online bankarstvo i fintech aplikacije, prelazak na hiperautomatizaciju koristeći RPA, AI i machine learning za automatizaciju cjelokupnih procesa, poput obrade kredita i upravljanja rizicima. Online učenje i platforme, prelazak na virtualne učionice, AR/VR za imerzivno učenje i AI za personalizirane kurseve (npr. Coursera, Khan Academy). Digitalni novčanici i plaćanja, mobilne aplikacije za bezkontaktna plaćanja i kriptovalute postaju standard. Streaming servisi, SVOD platforme poput Netflixa prelaze na ad-supported modele sa AI preporukama i bundlingom usluga. Društvene mreže i UGC. E-commerce, online kupovina sa AI personalizacijom i virtualnim probama (npr. Amazon, Shopify). Lanac nabave, AI i IoT za praćenje u realnom vremenu i automatizaciju skladištenja. Cloud usluge, prelazak na multi-cloud strategije za skalabilnost i AI integraciju, ... Dovoljno sam nabrojao, zar ne? E, sada. Samo jedna jača solarna oluja gasi ovaj cijeli sustav elektroenergetskih mreža, komunikacijskih sustava i tehnološke infrastrukture. Ekipa, pamet u glavu. Nije pitanje da li će roknuti, već kada. Velika solarna oluja, poput one slične Carringtonovom događaju iz 1859., bila bi katastrofalna za moderni svijet koji sve više ovisi o digitalnim uslugama. Mislim da bi takav događaj doveo do masovnog kaosa, jer bi poremetio ključne infrastrukture na globalnoj razini, ali istovremeno bi nas podsjetio na potrebu za otpornijim sustavima. Ako bi se to dogodilo "slučajno" sada, svijet bi se vjerojatno vratio u "tamno doba", mrak i zimu na neko vrijeme – ne totalni kolaps civilizacije, ali kaos da. Dovoljno da se osjeti duboka ranjivost naše digitalne ovisnosti. Mislim da je to ironija da dok prelazimo na oblak i AI za efikasnost, postajemo krhkiji prema prirodnim prijetnjama poput ove. Povijesni događaji poput oluje iz 1989. pokazali su da čak i manji incidenti mogu uzrokovati milijunske štete, a danas bi to bilo umnoženo tisuće puta zbog veće povezanosti svih, pa i Vas što upravo čitate ovaj moj tekst.  This shift is fueled by massive growth in solar and wind: solar capacity hit 17 GW by 2024, and onshore wind has already surpassed early targets, reaching over 14 GW by 2023.

 By leveraging its abundant renewable energy resources, such as solar and wind, Croatia aims to position itself as a regional leader in hydrogen production, particularly in the North Adriatic region. 


 The industry is poised for significant growth between 2025 and 2029, with a focus on pilot projects, capacity building, and infrastructure development to achieve net-zero emissions by 2050.The 2050 Hydrogen Strategy outlines three phases of development: initial groundwork until 2030, scaling up between 2031 and 2040, and full deployment by 2050. 


 Key national goals include installing 70 MW of electrolyzer capacity by 2030, expanding to 2,750 MW by 2050, and achieving an annual production of 26,400 tonnes of renewable hydrogen by 2030. 


 This production target is expected to meet domestic demand in sectors like industry and transport while enabling exports. 


 The strategy prioritizes green hydrogen produced from renewable sources, such as solar, wind, and even municipal waste, to replace grey hydrogen derived from natural gas. 


 To support this, Croatia is fostering a supportive ecosystem through education, public acceptance campaigns, and partnerships with quadruple helix actors—government, industry, academia, and civil society. 


Between 2025 and 2029, the industry is anticipated to experience rapid expansion, transitioning from planning to implementation. This period will see the rollout of initial infrastructure, including hydrogen refueling stations (HRS) along major transport corridors and the integration of hydrogen into existing energy systems. 


 Croatia's participation in EU-funded programs, such as the Recovery and Resilience Facility (RRF) under the NextGenerationEU plan, is crucial here. The National Recovery and Resilience Plan (NRRP) allocates funds for hydrogen initiatives, including grants for production facilities and transport applications. 


 For instance, in 2025, the EU disbursed €835.6 million to Croatia, part of which supports hydrogen development to drive "positive change" in energy and industry sectors. 


 This funding is complemented by national investments, aiming to build resilience against energy volatility while creating jobs in green technologies.A major focus during this growth phase is pilot projects in the transport sector, particularly in urban areas. Croatia has identified 32 pilot projects to kickstart its hydrogen economy, with transport offering the most promising preconditions due to its potential for quick adoption. 


 Key cities—Zagreb, Split, Rijeka, and Osijek—are targeted for initial deployments, where public transport systems like buses and trams will transition to hydrogen fuel cells. 


 For example, funding streams worth €23 million have been launched to install the first HRS along the Trans-European Transport Network (TEN-T) between Zagreb, Rijeka, and Split, enabling hydrogen-powered vehicles for long-haul and urban mobility. 


 These pilots not only test technology feasibility but also build public confidence and regulatory frameworks for wider rollout.Developing production capacity is another pillar of Croatia's strategy. By 2030, the 70 MW target will primarily come from electrolyzers powered by renewables, with an emphasis on scaling up from small-scale demonstrations. 


 This includes integrating hydrogen into industrial processes, such as feedstock for chemicals and fertilizers, to ensure sufficient supply before expanding to harder-to-abate sectors like heavy transport and heating post-2030. 


 Innovation is fostered through R&D investments, including EU-backed projects for wave energy-integrated hydrogen production in coastal areas. 


A flagship example of integration into existing industries is INA's Rijeka refinery project, Croatia's first commercial green hydrogen plant. 


 Launched with contracts signed in late 2025, this €33 million initiative features a 10 MW proton exchange membrane (PEM) electrolyzer supplied by Ohmium, paired with an 11 MW solar power plant built by KONČAR and Siemens Energy. 


 Expected to produce 1,500 tonnes of green hydrogen annually, it will replace grey hydrogen in refining processes, reducing emissions while supplying fuel for transport. 


 Backed by a €15 million NRRP grant, the project exemplifies how EU funding is accelerating industrial decarbonization. 


Building infrastructure remains a key activity, with plans for a nationwide network of HRS and pipelines to support hydrogen distribution. 


 Fostering innovation involves collaborations with international partners, enhancing technology transfer and SME involvement. 


 The North Adriatic Hydrogen Valley (NAHV) initiative, a transnational project with Slovenia and Italy's Friuli Venezia Giulia region, is pivotal in this regard. 


 Funded by Horizon Europe, NAHV aims to create a hydrogen-based ecosystem, including industrial testbeds and cross-border supply chains, positioning the region as Europe's first transnational hydrogen valley. 


 This collaboration leverages the Adriatic's strategic location for hydrogen imports and exports, supporting Croatia's goals for regional leadership. Overview of Renewable Energy in Cuba



Cuba is actively pursuing renewable energy as a solution to its longstanding energy crisis, driven by unreliable fossil fuel imports, aging infrastructure, and frequent blackouts. As of 2025, renewables account for only about 3-5% of the country's electricity generation, far below the government's ambitious targets. 


The focus is primarily on solar power, with growing interest in wind, biomass, and hydropower, supported by international partnerships amid economic challenges like U.S. sanctions.


Cuba is facing an unprecedented economic and social crisis, marked by low wages, power outages, shortages of essential medicines, and a massive exodus of its population. The situation impacts key sectors while the regime halts necessary changes. Cuba is an exhausted country, with a collapsed economy and a population that is fleeing. It needs a profound and urgent change.


In 2025, a multitude of internal and external factors will have aligned, bringing the 66-year-old Cuban communist regime to its deepest crisis ever. Since its establishment in 1959, the Cuban revolutionary regime has endured several moments of profound crisis, which have periodically tested its survivability. Against all odds, it survived its vulnerable first three years (including the 1961 Bay of Pigs invasion and US trade embargo); the socioeconomic challenges surrounding the chaotic Mariel Boatlift in 1980; the deep political and economic debacle sparked by the withdrawal of Soviet economic and military support at the end of the Cold War (1991-); the ensuing so-called Special Period with concomitant social unrest in 1993-94; and Fidel Castro’s death in 2016. More recently, Cuba’s communist government managed to survive unprecedented mass street protests in July 2021. As long as the political system continues to obstruct reforms, the island will keep heading towards an inevitable disaster.

Several interwoven factors have brought Cuba to this point. Some are old, structural problems that have been exacerbated such as food and fuel scarcities. Others are new, such as the second Trump administration’s multifaceted strategy to push the communist regime into extinction. According to a recent report by the international Food Monitor Program, 25 percent of Cubans admit to going to bed hungry; malnutrition diseases have skyrocketed. The survey also found that two-thirds of the population blame the government for worsening food shortages. According to the Program, Cuba—once the wealthiest and best-fed Caribbean nation—accounts for 5 percent of the population but 40 percent of the region’s food insecurity cases.

Cuba imports 70 per cent of its food, ironically, most of it from the United States. It simply does not have funds nor credit to purchase more food. Neither does it have a functional system of transporting, refrigerating, or distributing foodstuffs. While state authorities blame the US embargo—which since 2000 exempts food and medicines—only 8 percent of Cubans see the embargo as the main culprit. It does not help that Cuban leaders President Díaz-Canel, Prime Minister Manuel Marrero Cruz, National Assembly President Esteban Lazo, and other high ranking Party and Armed Forces members parade themselves sporting prominent beer bellies while the average Cuban becomes increasingly emaciated.

If food and medicine shortages are severe, it is worse with fuel, almost all of it also imported from abroad, largely oil from Venezuela, Russia, and Mexico. Cuba’s fuel crisis intensified in 2024 stalling tractors, trucks, buses, and motor engines, large and small. I recently saw a video—not AI generated—of an ox pulling a bus. Heaps of trash and debris have accumulated in streets for months because there is no fuel to run trash collecting trucks. The island’s decrepit power plants, moreover, are devastated as evidenced by routine breakdowns and the state’s inability to repair most of them. Back in 2022, the desperate regime brought to Cuba a fleet of floating powerplants; in recent months, the last of these vessels has left Cuba because of the government’s inability to pay for its services. Eighty percent of Cuba’s electricity is generated from oil. Oil scarcity has led to daily and multi-day, island-wide blackouts. There are instances of hospitals without power whose gas or diesel generators cannot be operated because there is no fuel. Lack of fuel has also impacted the water distribution system. Unbelievably, Cuba is also running out of drinking water.Cuba is currently experiencing an unprecedented economic and social crisis characterized by low wages, power outages, shortages of essential medicines, and a massive exodus of its population. Desperate for hard currency, the government has implemented measures that have backfired. It now requires Cubans to pay for cell phones and gasoline in dollars. This move is part of the increasing dollarization of the economy, a reversal from the now-defunct Cuban Convertible Peso. As a result, a new class has emerged: the "Cubanos con Fé" (families abroad), while longtime regime supporters struggle with the diminishing purchasing power of the Cuban peso. Recent restrictions on repatriating profits for foreign investors are likely to lead to a dramatic decline in foreign investments, depriving Cuba of a crucial source of support that has helped it weather previous economic crises.

In summary, there is substantial evidence that Cuba has lost many of the resources necessary to keep the regime afloat, even if precariously. The ship's rusted olive-colored hull is riddled with holes, and Cuba lacks the means to repair them—when one hole is fixed, two more emerge. There is a significant possibility that some leaders will abandon ship, and other generals may be forced to resign. There simply aren’t enough lifeboats to accommodate everyone. homelessness. Even Havana’s most stately mansion, Aldama’s nineteenth-century neoclassical palace, looks dilapidated. While Havana crumbles, the recently opened, forty-two-story high Iberostar luxury hotel rises as the regime’s middle finger to the city’s impoverished dwellers. Desperate for hard currency, the government has instituted measures that have backfired. It now requires Cubans to pay in dollars for cell phones and gasoline. That is part of the increasing dollarization of the economy (going back to the now-defunct Cuba Convertible Peso), and how it has given rise to the class of “Cubanos con Fé” (familia en el exterior) while long-time regime supporters have to struggle because of the puny purchasing power of the Cuban peso. Recent orders prohibiting the repatriation of foreign investors’ profit will most certainly lead to a dramatic drop in foreign investments, depriving Cuba of a source of support that had helped it sustain previous economic crises.

Cuba's National Electric System has been plagued by issues, including fuel shortages from Venezuela, corrosion in thermal plants, and deferred maintenance, leading to only 34% of thermal capacity operational in early 2025.

This has resulted in electricity meeting just 50-70% of demand, with multiple grid collapses in recent months.

Renewables currently contribute minimally, with solar capacity at around 530 MW installed as of mid-2025, including small parks and rooftop systems.

Biomass from sugarcane and limited wind pilots exist, but large-scale adoption is slow.

Overall, 2025 has seen accelerated solar builds and strategic announcements, but achieving long-term goals will require sustained investment and reforms.


In sum, there is plenty of evidence that Cuba has lost many of the means that have kept the regime afloat for decades, even if precariously so. The ship’s rusted olive-colored hull is full of holes, and Cuba does not have the wherewithal to plug many of them—one is plugged, and two more open. There is a strong possibility that some leaders will jump ship, and other generals may be forced to walk the plank. There are just not enough emergency boats.

CRO GREEN




Hrvatska, zemlja s bogatom poljoprivrednom tradicijom i iznimnim prirodnim resursima, već se niz godina suočava s izazovima koji zahtijevaju strateški i održiv pristup. 


Jedan od ključnih izazova je depopulacija ruralnih područja i neiskorišteni potencijal za organsku poljoprivredu. Kako bi se stvorili preduvjeti za povratak mladih obitelji iz inozemstva i privukla dijaspora za ulaganja u Hrvatsku, pokrenuta je inicijativa 'CRO GREEN' – projekt za održivu budućnost hrvatske poljoprivrede.  


Croatia, a country with a rich agricultural tradition and exceptional natural resources, has for a number of years been facing challenges that require a strategic and sustainable approach. 


One of the key challenges is the depopulation of rural areas and the underutilised potential for organic agriculture. In order to create the preconditions for the return of young families from abroad and attract the diaspora to invest in Croatia, the ‘CRO GREEN' initiative was launched – a project for a sustainable future of Croatian agriculture.
